The Seoul Metropolitan Government plans to expand its AI-based CCTV video analysis system to all of Seoul by 2026 to secure the golden time for finding missing persons and strengthen citizen safety protection.
On the 29th of last month, Seoul City held a 'Completion Report Meeting on the Construction of an AI CCTV-based High-Speed Missing Person Search System' at the City Hall Smart Information Support Center and shared this plan together.
Last year, Seoul City held a public contest for the 'AI CCTV-based high-speed missing person search system installment' project and selected six autonomous districts, including Nowon, Dongdaemun, Seodaemun, Yongsan, Seocho, and Songpa, as business operators. The system was installed in the districts at the end of last year and began pilot operation.
The high-speed missing person search system is an AI system that uses CCTV footage data for crime prevention to quickly search for missing children and elderly people with dementia. If you input information such as the missing person’s photo and the color of the clothes they were wearing at the time of disappearance into the program, the AI algorithm analyzes the surrounding CCTV footage to find similar people, thereby identifying the missing person’s movements.
In fact, after the pilot operation, they achieved results in identifying and quickly finding the movement paths of elderly people with dementia and missing children. Another advantage is that they can use existing all CCTVs.
Currently, there are about 160,000 CCTVs installed throughout Seoul. The Seoul city plans to invest a total of 5 billion won over four years starting in 2023 to expand and improve the AI CCTV-based high-speed missing person search system to all 25 autonomous districts.
This year, they will invest 1.2 billion won to promote an additional 6 autonomous district public offering projects. They also expect that by improving the search system, they will be able to find missing persons more quickly and accurately.
The Seoul Metropolitan Government will select autonomous districts by assessing the CCTV installation status and considering the elderly population and crime rate within the autonomous districts. In addition, a total of 16,570 AI (intelligent) CCTVs will be installed by 2026, focusing on vulnerable areas with a large floating population or high crime rate.
Wan-jip Kim, the Seoul Metropolitan Government’s Information and Communication Security Officer, said, “CCTV is the most basic and reliable safety net to protect the lives and safety of citizens,” and added, “We will actively introduce AI technology to relieve citizens’ anxiety and contribute to safety.”
