#지난해 11월 양재천에서 치매노인이 사라졌다는 112 실종신고가 발생했다. 경찰은 실종 당시 주변 폐쇄회로 텔레비전(CCTV)에 찍힌 영상을 바탕으로 인공지능(AI) 고속검색시스템을 활용, 이동경로를 파악해 실종 남성을 빠르게 발견할 수 있었다.
#올해 1월 우면동에서 자폐아 9세 남자아이의 실종신고가 접수됐다. AI 고속 검색 시스템을 활용해 주변 CCTV에 실종자의 사진과 당시 옷 색깔 등의 정보를 입력했고, 실종 아동을 찾을 수 있었다.
서울시가 AI 기반 CCTV 영상분석 시스템을 2026년까지 서울 전역으로 확대해 실종자 찾기 골든타임을 확보하고 시민 안전 보호를 강화한다.
서울시는 지난 달 29일 시청 스마트정보지원센터에서 'AI CCTV 기반 실종자 고속검색시스템 구축사업 완료보고회'를 개최하고 이러한 계획을 공유했다.
서울시는 지난해 'AI CCTV 기반 실종자 고속 검색시스템 구축' 사업을 공모하고 노원·동대문·서대문·용산·서초·송파 등 6개 자치구를 사업자로 선정했다. 해당 자치구를 대상으로 지난해 말 시스템을 구축하고 시범 운영에 들어갔다.
실종자 고속 검색시스템은 방범용 CCTV 영상 데이터를 활용해 실종된 아동과 치매 노인 등을 신속하게 검색하는 AI 시스템이다. 프로그램에 실종자 사진, 실종 당시에 입었던 옷 색깔 등 정보를 입력하면 AI 알고리즘이 주변 CCTV 영상을 분석해 비슷한 사람을 찾아내는 방식으로 실종자의 동선을 파악할 수 있다.
실제로 시범 운영 이후 치매노인, 실종아동의 이동경로를 파악, 빠르게 찾아내는 성과를 거뒀다. 기존에 설치된 CCTV를 활용할 수 있는 것도 장점이다.
현재 서울 전역에 설치된 CCTV는 약 16만대다. 서울시는 2023년부터 4년간 총 50억원을 투입해 AI CCTV 기반 실종자 고속검색 시스템을 25개 전 자치구로 확대·고도화할 계획이다.
올해는 12억원을 투입해 추가 6개 자치구 공모사업을 추진한다. 또 검색시스템을 고도화, 더욱 빠르고 정확하게 실종자를 발견할 수 있을 것으로 기대했다.
서울시는 CCTV 설치 상황을 파악하고, 자치구 내 노약자 현황이나 범죄발생률 등을 두루 고려해 자치구를 선정한다. 이와 함께 유동 인구가 많거나 범죄 발생률이 높은 취약지역을 중심으로 2026년까지 총 1만657대의 AI(지능형) CCTV를 설치할 예정이다.

Last year, the Seoul City held a public contest for the 'Establishment of a high-speed search system for missing persons based on AI CCTV' and selected six autonomous districts, including Nowon, Dongdaemun, Seodaemun, Yongsan, Seocho, and Songpa, as operators. The system was established at the end of last year for the relevant autonomous districts and started for pilot operation.
In fact, after the pilot operation, we were able to identify the movement routes of elderly people with dementia and missing children and quickly find them. Another advantage is that existing CCTV can be used for AI search system.
Currently, there are about 160,000 CCTVs installed already around Seoul. The Seoul Metropolitan Government plans to invest a total of 5 billion won over four years from 2023 to expand and upgrade the AI CCTV-based high-speed search system for missing persons to all 25 autonomous districts.
This year, 1.2 billion won will be invested to promote public offering projects in six additional autonomous districts. It was also expected that by upgrading the search system, it would be possible to find missing people more quickly and accurately.

Seoul Metropolitan Government’s information and communications security officer, Wan-jip Kim said “CCTV is the most basic and reliable safety net that protects the lives and safety of citizens,” and “By actively introducing AI technology, we will relieve citizens’ anxiety and contribute to safety.”
